BlueCross Appoints Moroney Medical Director for Provider Network Innovations

CHATTANOOGA, Tenn. — BlueCross BlueShield of Tennessee has appointed Dr. David Moroney as medical director of provider network innovations.

Moroney will provide medical oversight for BlueCross innovation pilot programs as well as provider partnerships, Patient-Centered Medical Homes, and the Tennessee Health Care Innovation Initiative. He will supply clinical direction for the advancement of high-quality, cost-effective ways to improve health care for BlueCross members.

Before joining the provider network innovations team, he served for six years as chief medical officer of BlueCare Tennessee, a BlueCross subsidiary operating managed care for Medicaid and special-needs populations statewide.

Moroney joined BlueCross in 1998 as medical director of the Chattanooga region. In this role, he supported medical management and clinical liaison functions across all lines of business. He also implemented disease management programs, served as clinical leader of the regional provider relations team and provided support for commercial account management.

Between 2004 and 2005, Moroney served as medical director for a managed care operator in California, Virginia and West Virginia. He returned to BlueCross in 2005 as the senior medical director of quality improvement, where he led corporate initiatives promoting clinical quality improvement through measured performance. He successfully developed and implemented various hospital and physician pay-for performance programs, and achieved an “excellent” status for the Medicaid MCO’s initial NCQA accreditation. 

Prior to joining BlueCross, Moroney practiced general pediatrics for eighteen years as a partner in a private group practice. He also served as clinical associate professor at Vanderbilt University School of Medicine.

Moroney earned his bachelor’s degree in biology from the University of New Orleans and his medical degree from Louisiana State University School of Medicine. He earned a master’s degree in health administration from the University of Alabama at Birmingham. Moroney completed a residency in pediatrics at Vanderbilt University Medical Center. He is a board certified pediatrician and a fellow of the American Academy of Pediatrics.
