BlueCross Leaders Promoted within HR, Strategic Communications

CHATTANOOGA, Tenn.  – BlueCross BlueShield of Tennessee recently announced the promotion of two current leaders to senior management roles within the company.

Roy Vaughn, SVP, HR

Roy Vaughn has been elevated from senior vice president (SVP) and chief communications officer to SVP and chief human resources officer at BlueCross. He will now oversee all HR and Properties & Corporate services functions including recruiting, talent management, compensation, benefits, corporate and regional facilities, as well as safety and security.

“Since joining BlueCross in 2007, Roy has demonstrated his ability to successfully build teams, lead organizational change and provide counsel to executive leadership, including areas within HR,” said JD Hickey, president and CEO of BlueCross. “He is uniquely qualified to support our people as we make this important transition to a more flexible work model, shape our culture and help our company continue to thrive.”

In addition, Dalya Qualls, the company’s corporate communications director, has assumed the role of SVP and chief communications officer. Qualls now leads all centralized strategic communications functions for BlueCross, including internal and external communications, brand voice, consumer experience, digital marketing, advertising and design, and community relations.

“As a proven and effective leader, Dalya’s expertise in strategic communications has been a distinct asset to BlueCross since she joined the company in 2019,” said Hickey. “Her experience in the health care and state government industries and knowledge gained from those audiences has provided an additional level of trust and insight to our communications initiatives, both internal and external. I look forward to her continued success in this role.”
