BlueCare Tennessee Selects Casey Dungan as Chief Financial Officer

CHATTANOOGA, Tenn. — BlueCare TennesseeSM, the Medicaid subsidiary of BlueCross BlueShield of Tennessee, has chosen Casey Dungan as vice president and chief financial officer.

In this role, Dungan will supervise the organization’s financial planning and administration of Medicaid contracts with the Bureau of TennCare, a division of Tennessee state government. 

Dungan’s career in health care finance has included extensive experience with industry advocacy and government programs. He comes to BlueCare from the Tennessee Hospital Association (THA), where he served as senior vice president of finance.

With THA, Dungan’s responsibilities included monitoring issues related to state and federal reimbursement and reporting findings to the organization’s board, staff, and general membership. He also initiated and facilitated a task force to identify issues faced by hospitals participating in the TennCare program.

Before joining THA, Dungan served for nearly 10 years in TennCare’s financial division. As chief financial officer from 2011 to 2016, he oversaw an $11 billion budget and served as main contact for the state on premium and rate-setting activities, as well as with provider organizations on financial concerns.  He also represented TennCare at state legislative and administrative hearings, and advised key officials on financial matters concerning the state’s Medicaid program and Children’s Health Insurance Program.

Dungan holds a Bachelor of Arts from Duke University and a Master of Public Administration from the University of Georgia.
